Small Group multiplication under Wimber

Does anyone know how Wimber went about multiplying small groups? How did he go about creating new groups and what were the criteria he used as to when it was time to start a new group? Were they started from scratch or did he borrow leaders and core members from existing small groups?

In Ralph Moore's cell group model, once a cell hits 12 adults in regular attendance it's time to "multiply!" (6-8 adults is the ideal size) They don't use the term "split" but the existing group is usually divided into two smaller groups: 1 new group with a new leader (and location) and the other half of the group stays with the old leader. So leaders of small groups are always keeping an eye out for and training new small group leaders in the process of leading small groups.

How did Wimber handle this process in the early days of the Vineyard? Was it the same, similar or a different process?
